Who can apply for MoSEFF loans and grants

Any private company, firm, business or sole proprietor formed under the laws of the Republic of Moldova and operating in the Republic of Moldova
Companies shall not be majority-owned or controlled by the Republic of Moldova, Municipalities or by any other political, governmental or administrative body, agency or sub-division thereof
Companies must be commercially viable and meet the credit criteria of the partner banks
Companies shall not be engaged in production, marketing, distribution of tobacco products, hard liquor, gambling, arms
Company must be in compliance with the national environmental, health and safety legislation of the Republic of Moldova
Companies and proposed projects shall be financially sound
The financing shall be used for investments that optimize energy consumption of the existing production facilities

What type of Projects are eligible for Financing under MoSEFF

Eligible projects must lead to a reduction in primary energy consumption, reduction of CO2 emissions and in general improve rational energy use in industries, agribusiness and commercial buildings.

Energy savings of heat, fuel and electricity and CO2 emission reductions may be achieved by implementing measures and technologies with standard projects such as:

Rehabilitation and replacement of boilers
Insulation of steam and hot water pipes
Switch from electricity heating to fuel based heating
Installation of energy efficient windows
Thermal insulation of walls, roofs and floors
Process improvements (e.g. enhanced control, measurement and metering)
New furnaces, kilns, ovens, reducing specific fuel consumption
Installation of heat recovery in air ventilation systems
Rehabilitation of compressed air systems
Installation of rolling doors or door lockers
Plate solar thermal collectors

Projects which apply advanced technologies as follows may be eligible for higher levels of grants:

Combined heat and power plants and tri-generation
Condensing gas boilers
Heat pumps
Transparent thermal insulation
Vacuumed solar thermal collectors
Absorption or evaporative cooling systems
Installation of new multi-stage operated chillers (compressors)
Turbo-compressors with inflow choke control
Variable speed drives on electric motors, fans, pumps and drives
Energy management systems
Dynamic balancing of heating and cooling systems

Proceeds of the loans may not be used for:

Investments in new buildings that are already subject to energy efficiency standards set at national level
Investments in real estate solely with the aim of making short or medium term profits on sales
Financing of land purchase
Refinancing of existing debt

Other requirements to be met in order to qualify for MoSEFF financing and payment of the grant incentives include:

One of the participating banks shall be interested in financing the project of the the applying company
The borrower is not benefiting from any other grant-supported programme financed by the EC. The applicant shall declare in writing that he has not received any other grant support for the same project before receiving any technical assistance under MoSEFF
Energy efficiency nature shall prevail across all elements of the project. Otherwise only the relevant component will be considered eligible for financing under MoSEFF

What level of grant can I expect for my project?

The level of the grant ranges from 5% to 20%. The actual grant level depends on the investment of the project, the applied technology and the amount of energy saved and the CO2 emissions avoided. a rough guide is presented in the following list:

Small Energy Efficiency and Renewable Energy Projects (Investment 25.000 – 150.000 Euro)
- with best available technology: 20% grant
- without best available technology: 10% grant
Large Energy Efficiency Projects ( 150.000 € - 2 mn €): 10%-20% grant
Large Renewable Energy Projects (150.000 € - 2 mn €): up to 15% grant
